Standard building code states that roofs may only have a total of two layers. Some even specify that materials must be installed directly to the decking and must not be layered. Type and Condition of the Decking

Considering the issues mentioned above, the new system must not be so heavy that it poses a structural hazard. It must also be able to be fastened to the current decking and certainly serve your own needs for the building.
To a certain extent, re-roofing gives commercial building owners a chance to add more functional roofs to their buildings; however, there may be some limitations. You may wish to install a more durable membrane system, an energy-efficient TPO system, or some other system that is more suitable for your building. The ability to do this depends on whether there is a safe way to fasten the new system over the old one.
